The word 'arm' in Dutch comes from the Old Dutch 'arm', also related to the Proto-Germanic '*armaz'. Its form has changed little since its early usage.
'De arm' is used in everyday language and literature, recognized in both formal and informal registers widely across the Netherlands and Flanders.
